Idk, she’s a little too self centered and really doesn’t seem to care about others well being except her own. While she does want to help humanity as a whole when it comes to individuals she an -Yoink-. And you can see that everywhere, the old books, halo reach, halo 4, the new books.
I don’t mind her but I don’t see why they treat her like a criminal if it wasn’t for her. There would be no master cheif or spartans and the unsc would of lost the war with the covenant.
I’ve always hated her. All the crap she’s done in the books, she is a very evil person. That being said, it’s laughable the way the UNSC treats her like a criminal. Everything she did, she did with the blessing of the UNSC. She’s just a useful scapegoat for them.
Dr. Halsey is one of my favorite characters in all of fiction. I see criticisms towards her saying she is self-centered and evil, but think about this for a moment. The whole reason she even accepted the Spartan-II Program was because she felt humanity was in danger from itself. Only after a colony was nuked did she accept it. She experienced many moral dilemmas along the way and did her best for the Spartans by providing the best armor and gear for them whenever she could and researched new methods to bring back those who fail the augmentation process. Even her deception involving Onyx was done out of love for her Spartans.
We could argue the evilness of her until the cows come home, but is she evil? What she did with the Spartan-IIs was morally bankrupt, but she still went about it humanely and with the best care she could afford. Hate her all you want, but without her the Spartan-IIIs and Spartan-IVs would be non-existent.
The woman helped save the human race and if that makes you a war criminal, so be it.
As I don’t believe life has one set path, her creation of the Spartans is a big thing in her favor, I won’t give her a free pass as things could have went down in a different manner.

Halsey, in my opinion, is probably the best definition of a grey character within the Halo universe. She’ll work on anything she has to to help humanity, but she has her own agenda and has crossed the moral line on several occasions, for both good and bad reasons. I don’t mind her, but I wouldn’t say she deserves all the praise AND hatred she’s recieved in both the Halo universe and from the fanbase of Halo.

She’s one of my favorite characters since the beginning. Despite 343’s efforts to make her into a war criminal she did what had to be done. The ends (Spartan Project) do justify the means. As the opening cinematic says “her work saved the human race.”

This is Halsey when ever a writer takes on a book with Halsey in it refer to this.
I like how she’s pretty much the smartest person known to mankind and, even though the UNSC tries to keep her out of the loop, she still finds a way to get back in (i.e. that whole trick with Roland).
My favorite quote: “If people would just share things with me I could solve all the world’s problems.”
She is probably the result of direct manipulation by the Librarian. Embedding within Halsey the lifesong that is dedicated to understanding the Forerunners. If the Librarian needed a way to directly influence humanity then this would be the best chance.
