Little thing, maybe. How would you like skulls to be done (in terms of avaliability)?
Personally, I liked how they were in Reach, avaliable from the start. It’s nice that you can customize your campaign experience right off the bat without having to find all of the stuff.
However, I did like tracking them down in H3’s campaign, and it was nice seeing the achievement pop up.
Personally, I’d like them to be like both: avaliable from the start like Reach, but also hidden throughout multiplayer for the achievements.
Optionally, if you haven’t found the skulls in campaign first, using them wouldn’t give you any point bonuses until you have found them.

Your last point. . . . Take all of my Yes, every bit of it. It’s yours to do with as you like.
There needs to be a bit of variety a la Gears of War 3. Some skulls that make the game easier, eg. Increasing allies health, giving allies better weapons, but negates some of the score.
Increase the number to 13 for each section. 13 gold skulls (which make the game harder), 13 silver skulls (which alter the game, usually visually and for humour) and 13 bronze skulls (which makes the game easier). That way, we can have 3 LASO challenge runs through the campaign.
(also they should throw in a headshot immunity skull to take away the PP+DMR/BR combo that everybody does)
