What about new Skulls/ Skulls system?

At first i’m sorry for my english.
In H4 i find some not good things with skulls.
Some types of enemy acted strange after skulls was ON.
Skulls are created for extra challenge, not all of them but now i’m tallking about challange type skulls.
For example Catch skull.
That Skull affects strangely on Knights on close range.
Knights try to throw granade but not use their weapons and punches so they more easily to defeat.
So why 343i can’t let to choose every skull for every enemy type ON or OFF?
For example i want Grunts with Tough luck skull but don’t want Knight.
I think its good idea.

It was not a big problem at all, but why not?
I think that Elites ih H4 was not so tough compared to Reach.
We all know about Ai downgrade but its about Elites shields too.
So it will be cool to have skulls only for Elites shields to increse them.
Or 343i just need to increse Ai to Reach level or higher.
