Depends on iteration. I hate the H4 version with a passion, but H5 is much more user friendly.
I actually think the humble plasma pistol might be the best for me. The EMP effect is incredibly useful!

The best weapon? That would be tricky because all the weapons are sort of balanced/evened, for example a nornfang beats an energy sword at long-range and potentially close range (if you’re good at no-scoping) not sure.
The best weapon is the plasma grenade.
The Scarab Gun.
The canon on the Gauss Warthog. Anytime I get in one of those, be it in campaign or multiplayer, I feel like I’m invincible.

To get an open hand and not a closed fist, I can inform that the answer is obvious.
I would argue that the Halo CE Magnum is the best weapon in the Halo universe.
It makes sort work of infantry, hunters, light vehicles, heavy vehicles, and even aircraft. Not to mention its dual role as a sidearm and a sniper.
It’s the god pistol for a reason.
