I did not read the books, but follw this forum often. I was wondering if the sub human hobits were given forerunner combat armor like normal humans were?

You need to read the book because nobody is going to feel like writing the whole plot for you.
“Chakas and friends” were traveling around the orion arm looking for clues that would set off their Geas and tell them what they should be doing. They were given armor for protection and so a forerunner wouldn’t instantly know a human was walking around with them.
What im suggesting is that the black AIs in the H4 promethean suits are actually small humans like Risor.

How are characters from the game not canon? That makes ZERO sense. That’s like saying the Moa aren’t canonical creatures, even though they appeared in Reach. Or the Unggoy aren’t canon. They are major characters in the next game, which even though aall canon is equal according to 343i the games are the canon of all canon. They have to build the books and everything else around the game to accomodate it, since you can’t re-release the games like you can with the books. To rewrite an entire game just to edit something then resell it for 60-70 bucks is insanity.

What their machines look like doesn’t reflect them not to mention the Promethean themselves probably were composed seeing as they have extreme prestige. If we are going with your “size reflects who was transferred” logic then these are nothing more than the above average forerunner since they have to be a good 11 feet tall. Bornstellars mom was about 6 feet (if not 8) here dad was about the same size until he had his mutation in which he nearly doubled in size.
So please read the dog on books.

The Prometheans from the books weren’t machines either. That doesn’t eliminate their role in the canon. And I’d hardly call something that is taller than the Master Chief a “dwarf”. He’s over 7 feet in armor, and these AI Prometheans are taller.
Also the books take place 100 and some thousand years before 2553. So the changes will most likely be explained either in the next book or the game itself.
Honestly, before asking simple questions like these either read the books, or check the wikia pages. I hate using those pages, but they’ll give you the basic idea of what is going on.

Black AI’s in the prometean suits - can you tell me where you saw this?
