This is a iconic line from halo 3, that was used by the arbiter. I think that the arbiter and the Chief alliance is what made halo 3’s campaign so, epic. I really want to see the arbiter back and even his fellow elites. I would also like to see many of the iconic figures in the book.
I think 343i needs to add these amazing characters, to make halo 4’s story line as epic as possible. We need to be reunited with the other spartans that are still alive. I am pretty sure that the halo 4 campaign will not include these characters because, it is supposed to be all about chief and cortana. But i have high hopes that they will in 5 or 6.
So instead of having surprise characters to be used for the whole trilogy, just throw them all and waste a good opportunity on one game? Frankly, the Arbiter and the rest of John’s Spartan-II partners don’t have much place in Halo 4.

It was confirmed that the Covenant would remain in the new Halo trilogy in some definitive capacity; just not so much a primary role as they were in the previous series. To be honest, the Covenant need to be given a break, especially since their empire was just recently torn in pieces; they need to recover. The Covenant have remained our only enemies since CE, aside from Flood, for five games now. Even in Reach’s campaign, I said to myself: “More of the same?”
New aliens, designs, and personalities would be refreshing.

They do need a break, but is has been 5 years. I just want to see the arbiter reunited with the chief one more time.

If only it had been that easy. He says this at the end of Halo 3 because Hood is talking about Chief being dead. The fact that the Arbitur and Chief had been at it for many years only to be killed just like that makes the Arbitur think he’s still alive. It could also mean that if only it had been that easy to kill him earlier, making the war much shorter, and how it’s effects would’ve been.

I think he is saying that it was not easy. Because he says it at the beggining of the game also.

Books…? They are already doing a pretty good job of handling these types of problems.

I realize that but, the chief does not know they are alive…or so i think i cant remember.

imo if they wanted to keep the other spartan II’s story going i would prefer them to do it only through books i only like to read about them i dont want other spartans to be in the new trilogy, but as for the arbiter i would like to see him in the new games

They may think Chief is dead, but is that really an excuse to put them in Halo 4? Fighting happens in both the games and books and it would be a terrible idea to place all of your Spartans in one place.
That screams, “Tragedy striking in 3…2…1…!”. Besides, I just think those characters should stay in the books. Like I said, there are still plenty of problems for them to solve in the books and the Arbiter has better things to do than go on a random space adventure and conveniently end up on the Legendary Planet. If they show up later on in Halo 5 or 6, sure. Just not now.
The Halo Fest ol Sparkast revealed that Arbiter will return, though not specified for any of the halos. Don’t ask for proof or link, find the old video, and skip near 40 mins or so, and you will hear someone from the audience asking if Arbiter will return.

He was in Glasslands and will have a good role in the post-war series of novels.
