I just compared a Halo 4 Grunt to a Giant Tortoise and I saw some likeness.

They both have a shell on there backs. Look at the likeness with their front paws and their back paws.

I read somewhere that there’s two factions of covenant, a peaceful one and the ones you fight in halo 4. I think it’s only the hostile covenant that’ll look like dinosaurs. But I agree, the new grunts look like evil turtles.
