DMR will always be my weapon of choice.
I would have voted for storm rifle before I saw some advice on how to use it. Now I’ve realized it’s amazing. It’s especially good for taking down large clusters of enemies as if you use it right it will never overheat.
All the loadout weapons are good, and they hydra is truly amazing if you know how to use it too. That leaves the carbine, which IMO requires you to land WAY too many shots (7) for a perfect kill to truly compete with the BR or DMR.
The AR is an all round weapon which can kill so many enemies in both multiplayer and campaign
The SR is basically a plasma pistol in rifle form
Plasma caster can do a helluva lot of damage when used correctly, same with the hydra.
DMR and Carbine are medium-Long Range weapons which can quickly eliminate foes.

If all headshots, no, but none, yes.
Does the AR actually get a headshot damage boost? If so that’s a useful trick for AR fights.

It takes two more shots to kill, though. And I think it’s got more range.
Well, the Plasma Caster is a OHK if you use it right, and the Hydra needs only three missiles to kill a Spartan. The Storm Rifle can kill someone before it overheats, if fired at close range. The DMR has one of the fastest Perfect Kill times in the game, and the Carbine has a similar Perfect Kill time due to its rate of fire. The Assault Rifle needs only half a clip to kill a Spartan, and seems to be in a good spot right now based off of the forums. Technically speaking, The Storm Rifle has the longest TTK, if that’s what you mean by “least lethal.”
From a lore standpoint, the Carbine is by far the most lethal, given that it fires radioactive shells specifically designed to poison targets. Otherwise, the AR would technically qualify as being the “least lethal,” since the Storm Rifle fires plasma that melts the target.
I think the Assault Rifle is the least lethal. The Storm Rifle rips through shielding and is powerful if you burst fire it. The Plasma Caster and Hydra Launcher are also very powerful, but they take a lot of time to master. The DMR and Carbine would both destroy the Assault Rifle at range, and are not too bad in close quarters either. The Assault Rifle doesn’t have much going for it though.
Voted Assault Rifle since it is the most well rounded weapon in this list. The Storm Rifle shreds through enemies before they can react, Plasma Caster does massive damage in tactical fights, Hydra also does great damage, DMR is just godly, and you just can’t match the damage output of the Carbine.
