Judging by the Warzone info that has been dropped over the past few weeks, weapon customization is in the game in the form of variants. You can unlock variants of guns that have different attributes than the base model, such as the BR with scope and increased accuracy, and them select them to use in Warzone. Only in Warzone, though.
According to 343 this is not full weapon customization like you see in other games, just choosing from a list of variants, similar to skins in Halo 4.

Actually theyre not customized scopes per se. But rather customized weapons in the form of REQ’s or legendary weapons you’ll see throughout certain maps and warzone.
For example, the prophet’s bane (Arbiter’s sword) is a legendary variant of the standard energy sword.
