Has anyone else encountered the DLC skins not showing up in Spartan Ops? I have the Plasma Pistol Boilerplate Skin as my secondary weapon. In Spartan Ops, it doesn’t show up. Yet in mutiplayer it does.
That is a common glitch with all of the Champions bundle dlc. Sadly, 343 has no plans to fix it. Also, I’m pretty sure it’s the steampunked set, as their is wood on all of the guns.
Oh well. Not like we can take pictures in Spartan Ops anyways 
(Something else that I really wish would be fixed.)
It’s not a glitch.
All of the Champions Bundle DLC Content have NOT been implemented into Spartan Ops due to content limits. This includes the Steel Skin Pack (and all armor, bonus skins and so on).
Well, that’s what I know so far. Read that in other threads. If that information is wrong, correct me.

They have stated once or twice that implementing them into SO may make the game go boom.
