Weapon Drops not Ordinance Drps ?

Do weapons come down without being a Ordinance drop ? Not including the Beginning weapons .I wold appreciate a Answer .

There is map ordinance, and there is personal ordinance.

Map Ordinance is like the past Halo games, weapons spawn on the map, but it’s random unlike previous games. Personal Ordinance is from your spree, kills assists objectives, etc.
