If this is actually in the pipeline, I think I can speak for everyone when I say, we would like some kind of status update on this (even if the update is literally just “we are currently working on this”). Continuing to not acknowledge this leads everyone to believe that this died the moment he left 343.

they have mention it since. it seems like at best they might start implementing it in season 3 for the cannon cores.

I haven’t seen this commented on anywhere since Jerry Hook said it in the community stream linked in OP. I’ve been watching for it, too- so I’d be very interested in seeing a link or quotation if there has been one since.
I totally agree that it would be highly appreciated for 343 to comment on their intermediate-term plans for this and many other elements of this game. From what was said in the S2 launch community stream, I had expected core restrictions for coatings and visors at the bare minimum to start being removed in Drop Pod updates throughout Season 2. Nothing was removed with Drop Pod 1, and again, to the best of my knowledge, 343 hasn’t commented on their plans for this at all since.
I know we’re still months away from substantive new content coming in Forge, Campaign Co-Op, and Season 3, but the news cycle around Infinite for the past while (since the player count started dropping post S2 launch) has been very negative. For 343 to even come out and commit unequivocally that they are still planning on stripping down core locks on as many cosmetic items as possible would be a big and much needed W.
