I don’t really have any idea beyond that. I just think it would be a good excuse to bring back the Arbiter. And Elites in multiplayer, if 343i is still trying to make multiplayer canon.
Frank O Conner did say that the Arbiter would play a BIG role in future Halo titles so we can only hope it starts with H5
They also redesigned the Arbiter’s armor in the Halo escalation comics, so if they didn’t plan on having him appear in future games then it would seem kind of redundant.

The Arbiter is a very important figure right now, I mean, irreplaceable. He can’t risk himself going in a soldier mission for killing some dudes or retrieve something. He need to stay alive and lead.
So is very difficult imagine that we’ll play with him. Would be nice ? Yes. Would make sense ? Only if 343 do an good excuse, and I think there’s none, because get him off the leadership would not be cool. The best chance to play with him once is in a situation that he is attacked, like in Escalation.
Anyway, I think he will play a crucial role in the history, and we’ll see him various times.

I wold also love to play as the Arbiter, but what HM Renato has said does make sense.
I would love 343 to release a spin off game, where you played as the Arbiter in his own campaign.

If 343i can think of a good reason, I’m all for it. There’s no reason why they shouldn’t bring the Arbiter into future Halo games. Ultimately, the UNSC and the Arbiter all want the same thing, so there’s no reason why he shouldn’t fight for his cause alongside the Chief (or other UNSC members, such as the teased Spartan).

And we’re talking about the Sangheili’s here, were they live to fight. I bet Thel might be tired of playing politician.

In Sangheili culture, leadership is innately tied to combat. Recall that if an Elite disagrees with his superior, the proper course of action is to attempt to assassinate him - whoever wins the ensuing fight is considered to have proved themselves the most capable leader. Thel would not remain in charge for long if he constantly hid from open combat, not that he’d want or be expected to do such a thing in the first place.
if that piece of concept art released is really the elite homeworld i think it would make alot of sense for him to return and i personally would think it would be awesome. but as stated above hes too important to be just a playable soldier in the field but i’d love him to be involved in the story in-game again.
For the sake of the Sangheili as a whole in 343’s Halo games, Thel needs to return. His character provides much needed perspective on the game’s alien characters and culture. The Covenant did not become a fully realized organization and villainous force until we saw them through the eyes of The Arbiter. 343’s Elites are flat, one dimensional, uninteresting, generic villains lacking both character and motivation in-game. They basically devolved into their CE iterations: something aggressive to shoot at. Reintroducing Thel creates a vehicle by which the Elites can return to their former glory.

It was once said by one of the Arbiters enemies that if they were to kill him it would only result in him becoming a legend that all of Sangheilios could follow thus making his point of view much more powerful and wide spread.
So if Thel were to ever fake his death and go off to do his own thing it could potentially end up being a win for the Separatists and a win for us.
Just a theory.
Please, if anyone here is going to E3, someone, anyone, please ask if the Arbiter will return in Halo 5 and if so, if he’s playable. Just knowing that he will return will make me cry with joy (manly tears…not really manly). But if someone goes, please ask.
By the way, If you look closely at the person at the bottom of the concept art and look closely at its features, you’ll knotice it looks like an Elite. We all know about the Elite statue already
