Perhaps you do not understand story, these elites are rogue faction led by Jul M’Dama who wants wipe humanity from the universe. In other words, terrorist faction of elites and they do no use standard military issue armor. This is mentioned by Cortana.
For story sake, 343 created new feel and it seems you do not know how appreciate people hardwork to create something new and believable in lore thick universe of Halo.
Perhaps in future Halo games or Season 2 of Spartan Ops, we might see more development in other alien races.
Now go home and play Halo.

I kinda like the Storm Elites and their design, not to mention how it also fits better into the current canon.

I like the new elites a way more then the old ones. But I don´t understand what they are saying 
I also miss the grunts saying “get some”

No it is not, she merely says “A lot can change in 5 years” after Chief wonders what happened to the truce between humanity and the Covenant.

For the sake of their story they made the Elites look like evil monsters with the behavior to match that. They went a step down in terms of story because we are right back to where we first started with Halo in regards to the Covenant, mindless murderous aliens.

I will criticize their work if I didn’t enjoy it.

Yes I understand that(Even so, the other look would’ve been preferable).
It’s just the way they have done it.
Elites are supposed to be a Majestic intelligent menacing species with an aura of respect around them.
These are beasts. Animals.
They are also half naked and just appear to be dumb.
I don’t think 343 understand what Elites are because even if these guy’s agenda are wrong - they should still be intelligent, calculating and ‘majestic’ if you will.
What we need is the writing and overall behaviour of Elites to be different.
Sure make these Elites speak Sanghelli - but also show that they can speak English but don’t want to as a sign of their dominating intelligence(this should at least be the case for Jul’Madma).
Get rid of the damn ugly helmets 343 have given them.
I know the armor is supposed to be different but the style 343 have done is ugly.
I won’t mind if 343 just changed their helmets because they look so stupid and
‘un-Elite-like’.

They most certainly did, especially when to laugh at humanity while they burned their colonies down to a cinder. Avu Med 'Telcam could speak several human languages.

The halo 2 and 3 elites did. Well, they spoke human.
Also, don’t make them speak human again. Better they remain as alien as possible. Makes them more menacing

Saying the Elites(Jul Madma definitely should anyway) do not speak English is just a wasted opportunity.
Don’t MAKE them speak it but showing that they can but don’t want to is a fantastic plot device that should’ve been done.
A majority of Elites can speak English and other languages, especially if they are in the presence of Human’s, as if to mock them in their own language.
Just because they are aliens does not mean they are not intelligent enough to learn things as we do such as various languages. Many Covenant species begin to study Human culture as well after the war began, they wanted to understand more about what drives the Human’s.
And those isolated Sangheili from Kelekos don’t seem to speak a lot of English. Remember how they saw the war as a bit distant.

Jul Mdama doesn’t know how to speak English too well but he still understands some and can pronounce names and certain words. Also the Sangheili showed their honour side when they were bringing Thorne.

Jul does speak English, this is clear in Spartan Op’s. He just does so very little around the other Elites, Covenant, but he will speak English if it is necessary.

I’d say that has less to do with honor and more with 'Mdama seemingly wanting humans alive for some unknown purpose.
About that one guy being dishonoured by Thorne and wanting to kill him. I forgot the exact dialogue.

How does that make them more menacing?
They can be just as menacing and speak English too.
The alien speech just makes them unrelateable which is what we don’t want.
I wish I never mentioned they spoke English…
