No, the Halo Channel on Xbox One and the Halo Waypoint on Xbox 360 are two different things. The only way to get the Waypoint Armor on Xbox One is by unlocking them on the Waypoint App on the 360 first. Then you can look at Halo Reach in the stores on Xbox One and see if the helmets then show up under the downloadable content. Then you can get them to use on Xbox One. But again, it only works if you have already unlocked them on the Halo Waypoint App on the Xbox 360 first.
