I got the achievements necessary to enter the codes: recruit flyingcolors and prodigy on 04/03/2017 but codes still need requirements that I have already met

As you’re using the 360 version of Spartan Assault the only code you need is Flying Colors.
Recruit, Prodigy and Mjolnir are only for Windows and Windows Phone.
Waypoint unlocks might still be a bit broken though, as the 360 app has been having problems for a few months.
