Me and my friend are having a debate whether the SAW was a load out weapon in halo 4 at launch. I told him it wasn’t, but he stands by it saying it was.
You’re right, SAW had never been loadout weapon, because it is powerweapon.
The SAW being a loadout weapon would make the other assault rifles (Assault Rifle, Storm Rifle, Suppressor) useless. It would just be a chaotic mess.

No. Having a SAW as a loadout weapon would be very unbalanced for any match, with one team or player having the advantage from the beginning of the match.
That’s why it was set as a power weapon, and not as a loadout weapon.
If your friend insists on the SAW as a loadout weapon, then he must have played a match with random weapons and had the SAW on his hands when he spawned.
You should have bet money against your friend. Would’ve made a few bucks.
