Nope; the Nightfall armor is a variant of ODST armor, but is not exclusive to ODSTs, just like Dare used an ODST-like armor even if she is not an ODST.

Not an ODST, although (like many other armor permutations) the Nightfall ONI armor used is derived from the ODST armor platform.
