Turbo appears once a month. I believe the first or last week - I can’t remember specifically.
The Message of The Day in Halo 5 is usually out of date so I honestly wouldn’t bother reading it half of the time haha.
Turbo isn’t scheduled to return until the 25th, so it’s likely just an error
