I don’t have The Division but I know if you kill someone you get their loot. Same in Turbo. I always find myself seeing what the person had that I killed. If your’e lucky, its something good! I even find stuff just laying on the ground too!
But… That’s how Halo has always been. And last I checked, you can’t see what loot someone has in the Dark Zone until they’re dead.

I was confused by that as well.
