Wouldn’t it be cool if in Warzone you could select (perhaps even unlock via REQs) alternate commander voices to Palmer? Given that in canon context, Warzone is a simulation and not a strict reenactment of real battles, this could mean that even dead characters could make a return. Their lines wouldn’t have to be identical, but would be of similar length. Think firefight voices in ODST or Reach, though it wouldn’t be your own voice that changes in this case.
In no particular order, here’s some ideas for characters that I think would work great:
Sgt. Johnson (the most cigar-chompin-est of all badasses) - Roland - Captain Lasky - Rampant Cortana (Halo 4 style perhaps) - Buck (and perhaps other ODSTs, Dutch being a great option as well) - Master Chief, because of course - Admiral Hood (or Lord if you’re old school) - Exuberant WitnessShare your thoughts and or other voice suggestions.

That pretty much goes without saying. 343 knows Locke wasn’t a hit. I could see Tanaka having some badass lines though, or Vale giving orders in partial Sangheli.
Exuberant Witness: “Hmmm, it appears your allies are being killed in great numbers by the Warden. Is that supposed to happen? Perhaps you should assist them.”
Johnson: “Come on all you greenhorns! Warden’s stompin’ your buddies! Now get the lead out, double time!”
Buck: “Last time I checked, soldiers are supposed to help their pals, not the enemy. Warden’s not gonna wait for you trooper, time to dance!” (I know, it’s bad. Buck is surprisingly hard to write for.)
Rampant Cortana: “Analyzing… Without sufficient support, your forces will be decimated by the Warden. So I SUGGEST, you MOVE unless you wa wa wa wa want ME to FIND YOU later!”
Master Chief: “Warden is overwhelming our forces. Let’s move in to support. Confirm team?” (he’s bland, but we all know how great it always sounds)

I only wanted to have two announcers before the game released. I thought it would have been a good idea to have both Roland and Palmer as announcers for a corresponding team as it just made sense lore wise. And it’s sort of important to stay within the confines of the lore.
They could both antagonize and have banter between each other. I think it would have given a greater sense of urgency fighting against another “team” and having a sense that you’re in a live competition.
But why not take my idea a step further by adding the extra voices as you said? Would be nifty.

I noted in a separate thread yesterday that we have yet to get a single Sanghelios based map. At the time I was only thinking of Arena, but now that I consider your idea of the Arbiter as a commander voice, I think there’s huge potential for a Warzone map that is effectively an enlarged version of the “fish bowl” from campaign. (that’s the part with the wraith in front of the shield at the end of a box canyon, just before the Kraken encounter)
Even if 343 were to never implement an alt commander system as I initially described, it’d be great if for such a single map, the Arbiter had taken charge of command. Also, it would give 343 even more excuse to use the spartan-charge wall bashing mechanic. We do see it in Warzone, but I think not enough. The Sanghelios level design sense they created is just perfect for breakable walls everywhere.

How’s this as an alt to Palmer’s “we can still destroy” line?
Johnson: “Other team’s close to victory folks. But that doesn’t mean we can’t still bring the hurt, now does it? Oo-rah!”

If they do alternate commanders it would have to be people who make sense. Why would most of the people you listed be running a War Games op as a commander?
Also, they won’t, because the sheer amount of dialogue they had to record for Warzone is crazy. There are like 10 lines for every event.

As I explained in my initial post, it actually does make sense. In-universe, Warzone, and for that matter all multiplayer in H5, is a computer simulation being run as a training op for the Spartan IV program. This is why you can have multiple weapons and vehicles in one place that would never occur in a real battle. (the Blue Team mythic weapons being prime examples, since canonically only one of each exists outside the simulation)
Thus, it could be easily argued that the commander’s voice is a sonic reproduction created by an AI running the simulation. (Since in H4 all multiplayer besides Spartan Ops canonically took place inside the UNSC Infinity, Roland may be that AI)
In short, as the purpose of the commander’s voice is to communicate general combat information to each Warzone team, and the fact that Spartan IV’s show a great deal more individuality and personality than the original Spartan-IIs, (they were trained as adults, not children) it makes perfect sense they they might customize their in-simulation commander’s voice to suit their preferences.

Vale doing the orders in half Sangheili half english would be awesome, and it would probably be funny at times.
