So if Halo 5 is a simulation. What was Halo CE, 2, 3?

According to Grim, all Halo multiplayer is considered to be part of War Games simulations.

At the time, those weren’t canon, or were a simulation. Some argue that lore shouldn’t be as prominent in multiplayer as it has been in H4 and H5. That is, multiplayer shouldn’t be canon, but a seperate experience that exists only for the multiplayer, not to further the plot of the franchise.
