It is just me or does the Warthog seem a little sluggish when driving? I notice when I toggle back to the “classic” graphics performance seems slightly better. Is it just me or does it feel like driving in snow?

It’s because you’re expecting it to behave like the warthog you’re used to in the newer games, when, like everything in Halo 1, it’s actually a very different beast.
Halo 1’s warthog is less about linear control and more about controlled fishtailing and angular momentum. It has less lateral traction and the back spins easily; once you get used to actually “using” these quirks, it attains its own interesting and exciting character.

The graphics layer shouldn’t be having an effect on the physics themselves*, but a lot of people have been complaining that the Anniversary graphics have a bit of input lag that Anniversary doesn’t have (that is, Anniversary might take longer to render a frame, and pass information to the screen with some delay as compared with classic mode).
There are also aesthetic differences, and those have a MUCH larger effect on “feel” than most people realize.

*CEA does behave slightly differently in a few ways from CE, but the graphics layer choice in CEA shouldn’t have an internal effect within CEA. And the behaviour of the warthog doesn’t seem to actually differ; if anything, it “feels” to me as though CEA’s 'hog has more lateral traction than CE’s does.
