I downloaded the War Games Map Pass, then downloaded all the map packs from the in-game marketplace. The weird thing is, I can play on the maps in Custom Games and Forge, but when I play online it tells me I don’t have the Map Packs.
Have you tried deleting the maps from your hard drive and redownload them from the ingame marketplace?
Could be that because you downloaded the maps in game you might have to relaunch Halo 4 for them to be recognized by matchmaking. I understand that this is what happens in other games when content is downloaded in game as opposed to the dashboard.
If this is not the case, than delete the maps and redownload them from the dashboard, that may fix the problem.

I’ve tried redownloading everything twice already and it hasn’t worked.
When you say the game tells you don’t have the map packs, do you mean it actually gives you a message? Or are you just not getting them as voting options? If you are just not getting them as voting options, its because not everyone in the game lobby has the DLC.
For DLC maps to show EVERYONE in the lobby must have the DLC. If just a single person in the lobby has no DLC (which is likely the majority of Halo 4’s remaining population), then they don’t show at all. Halo 4 and Halo Reach are notorious for not having DLC maps show in matchmaking because only a small number of players actually own the DLC.
You might be missing Forge Island. It’s free on the Marketplace.

No, it’s not that. When I go to Matchmaking it tells me “Players do not have recommended DLC map packs” even though I have every Map pack. And yes it’s just me in the party so it can’t be anyone else who doesn’t have the map packs.

You are probably missing Forge Island. It was not included in any map packs and is a free standalone download from the Xbox Live Marketplace.

Nope, I do have Forge Island.
What about the Bullseye Pack/Champions Bundle?
It could be unrelated to DLC. My disk got a little scratched on the edge, and I can no longer play Campaign because I do not have required DLC . . . which is very strange, because I’m unaware of any DLC being required for Campaign. I can play MM/customs/forge just fine. However, every time I go into any of them (even lists that don’t require DLC), it tells me I’m missing DLC. It lets me play, though (except Campaign - but I completed that already), so I don’t really worry about it.
