I wonder, is the War game map pass allows you to get the 3 map packs on the 6th of november or is the pass just allows you to get 15 procent off when they drop in december, february and april?

You get them when they drop. The pass just helps you with the Discount.
By purchasing the pass you are purchasing the maps at a bundled discounted price.
But!..You have to wait for the release of each map pack like everyone else 
Once the maps become available, you will be prompted to download them within the Halo 4 menu.
