I’d say yes. A dummy AI with very limited functionality.
Seeing as how [Jeff Steitzer]'s voice is in the Campaign on the Infinity, that pretty much confirms it.
I do realize that Roland is Infinity’s main AI, however, Jeff is restricted to just the War Games Deck. And while we’re down there training for our next Op, Roland keeps tabs on those currently deployed on Requiem. Thus they are seperate.

Nice idea - works for me! And I get what you’re saying about it being a ‘dummy’ AI - something like the VIs in ‘Mass Effect’ compared to ‘true’ AIs.
Oh, and its/his name HAS to be Jeff. Anything else would just be wrong…
I believe ships do sometimes get more than one AI depending on their importance. The Pillar of Autumn had more than just Cortana during Halo CE but they, or it, was just basic dumb AI. Considering the size and importance of the Infinity I would say she definitely has several AI doing things all over the place. The War Games AI is just one of them.
