Considering the recent news about how significant amounts of players have left BTB in favor of Big Team Super Fiesta, I think bringing back its population will take more than just fixing the battle rifle. There are a number of reasons why BTB never did very well in Halo 5, even before they messed around with the battle rifle, and I think the success of Big Team Super Fiesta can give us some insight into what 343 should focus on if they decide to refresh BTB.
Like sure, fix the battle rifle, but I would say the reason people prefer the Super Fiesta version of BTB is mainly because you actually get to use fun weapons and vehicles. It seems to me like there weren’t as many of those in Halo 5’s BTB, compared to BTB in Halo Reach and 4 (and not just because those had BTB Heavies). Let’s take a look at an interesting statement that Josh/ZaedynFel made recently about BTB:

Essentially he’s saying casual players (i.e. most players) preferred BTB in earlier Halo games, but in Halo 5, they moved to Warzone and then Big Team Super Fiesta. I think we should think about why that is. If you wanted to use a heavy vehicle on a big open map in Halo 5, where do you go? Probably not a playlist where many of the vehicles are limited to a default Ghost+Warthog. Probably not a playlist where many of the maps center around CQC and you’ll use your loadout weapons 99% of the time because there are like, maybe two weapon pads on the whole map, that aren’t even req variants.
No, you’ll go to the playlist that has maps like Skirmish at Darkstar and Battle of Noctus. Even if Warzone doesn’t play anything like BTB, for a long time that was unfortunately the only place you could go in Halo 5 for a combination of big teams and an abundance of powerful weapons/vehicles. Big Team Super Fiesta changed that. So now that we have Big Team Super Fiesta eating up the population of BTB, how could 343 refresh BTB in a way that would bring its population back? In light of what I just said, I think the obvious solution would be adding BTB Heavies. Using Warzone maps with traditional BTB settings has even been suggested, which I think is a not bad idea.
Not only would Heavies add more much needed vehicle and power weapon play to BTB, but it would also make it easier to complete commendations. This is important because there are those people who choose the game mode they play based on how much it will help their commendation progress rather than how much fun it is (which I think is weird, but it happens), and right now they are probably choosing Big Team Super Fiesta over regular BTB for that reason.
And also, as you say, fix the battle rifle if it needs fixing. But I don’t think that will bring back BTB’s population on its own.
