You use to be able to unlock it through Bungie.net …

It will automatically unlock it self if you are connected to the internet. It might not be there instantly, but it will unlock for you. 343 has released Recon for free, no Vidmasters are required, unless you feel obligated.
I am on halo 3 and I just started playing again a few days ago and i have all halo 3 achievements, all halo odst achievements and the vidmasters and is still do not see recon armor in my armory.

If you don’t have it within a week, message BS Angel. Though I would recommend patience, they are coming in waves and some will have it later.

Messaging bs angel will yield you no results, Recon armour is being rolled out in waves and you will have to wait until one of those waves contains you and you are given it.

That’s because everyone has Recon now, or at least they’re supposed to. Before Bungie left Halo, you had to unlock the Vidmaster achievements in 3 and ODST, and then go to Bungie’s website to claim the armor. Since you can’t do that on the website anymore, 343i made it to where the armor is available to everyone. You can still get the achievements if you want, but they no longer have any bearing on who does and does not get Recon armor.
