The people who are making cheats are making money off it. They will stop developing cheats if people stop buying due to being kicked from matches.
This would be a really solid solution in the short term. Until the Anti-cheat is really strong

Or even just the ability to quickly red flag a player and if they get enough, they will be checked by the anti-cheat team at 343
A red flag system would be good. If they get say 30-40 red flags in a week maybe a month. They will be checked by the anti-cheat team. Once they cross the threshold maybe 343 could have a system where they receive the players last 1 or 2 matches via theatre for review
That would just mean that a team in party chat could just boot the whole other team in ranked so they can win. Kicking is extremely abused in MCC customs

No it wouldn’t. Either it must be the players team. Which would rely on the cheaters team being honest. Or most of the entire lobby must vote to kick the player
Really highly doubt a winning team with a cheater would all decide to vote kick their best player, even if they’re cheating, because they want to win anyway. A losing team would abuse kicking, and a winning team wouldn’t intentionally lose the match
Well if they want Halo to do well and not be tarnished by rampant cheating. They will vote
No offense intended, but you sure have a lot of faith in humanity to trust strangers like that. People are usually only interested in themselves, so in a ranked mode, most people only care about the win, not how they win
