I think a cool idea for a announcer is Sgt.johnson and 343 guilty spark, I would love to hear your thoughts.
I would love that voice, personally though I would much prefer they fix the bug where using any announcer other than default can cause Warzone firefight to crash 
Ideas I had in mind for Voice announcers were:
Master Chief
Spartan Locke
Arbiter
A Promethian Soldier

This. Before ANY new voices - no matter how awesome - get added, I want the packs to actually work. I love Buck, I really love Buck. But knowing that using him will make one in every five matches run the risk of blackscreening - seemingly doubling the chance if in a party - that makes me very reluctant to use it.

As long as he has some sass when berating you for your failures. I adore how HARSH Buck is on you if you lose Warzone Assault matches, he is just downright brutal with his commentary. “You know, I thought you’d be able to pull it off in the nick of time, you know… Like a spartan?”
I’d like any of the following:
-Johnson (most important to have for me personally)
-343 Guilty Spark
-The Arbiter
-Rtas 'Vadum
-Cortana (unlike since what happened in Halo 5’s story)
Sergeant Johnson would be good, but I think it would be cool to have some Red Vs. Blue characters as well… like Sarge, Church, or Caboose.

This is exactly how I feel, as well.
That said, I’m surprised nobody has mentioned Chips Dubbo yet.
I would like to be able to use the current voices in warzone without fear of getting a infinite black screen before they add anymore.

I’ve never had mine crash using mine. But usually I use him when recording replays because he makes me mess up in matches, because I like listening to him so much, so I put on default announcer most of the time.

Before all of these suggestions, you need to consider something. War Games is canon. That means that things have to make sense. Kat, Jorge, Carter, Guilty Spark, and Johnson were both dead before War Games started, Master Chief and Cortana are no longer allied with the UNSC, Warden isn’t either, nor are any Brutes. Arbiter would actually be pretty cool, though, and make sense. I would say that RvB characters are non-canon, but they make appearances in Halo 4 Spartan Ops, so that just brings up questions.
Buck is still the best.
