I have no suggestions but it is more than likely that Downes will be the voice actor, considering he was at Halo Fest as well as in the announcement trailer, it seems likely, another voice actor wouldn’t feel right.
But Nolan North. Nolan North can do any voice. Nolan North is the space core. Nolan North.
I doubt Halsey and all the Glasslands characters will appear in Halo 4, maybe later on…
The only real possibility is Serin Osman since she’s the new head of ONI.

I think that and Ron Perlman (a.k.a Terrance Hood) voicing Halsey might just be a mistake though. Even if I’m right and that is a typo, I’m still not sure if it’s serious. It’s like he got some existing Halo VAs and a bunch of famous people and smacked them together.
Considering that Halo is an almighty cash cow, I would expect most of the original voice actors to return, unless they decide to recast a few characters like they did for Halo 3.
