How often does 343 add new REQ packs to the store? How long has it been since the Voices pack has been out? Thank you in advance!
There hasn’t been a “new” req pack in a long time. The voices of war has been out for quite awhile and is a buy with money pack only. Voices of war is cool but kinda wears thin quickly, I have it and rarely use it. With H5 if you are like brand new with no reqs it’s best to grind out points and just open bronze first, they don’t guarantee a unlock but if you have none you should get them quite often. Now when you get to the point where you didn’t get two unlocks within spending 5000 req points move to silvers. Ger silvers till they refund two 1500 point req cards instead of unlocks and then move on to golds, they will refund two 3000 point cards when done. The special packs they offer are rarely worth getting as almost every is in the req system except Achilles armor and helmet, the HCS stuff(armors and team skins), sticker shock skins, classic helmets, the olive and Timmy helmet…which is all I can remember off the top of my head. The req pack grind is very long so be prepared to grind out a lot of points if you want everything.
I think they’ve long since passed the point where new content is a thing, unless its like game modes and stuff. So the Plasma Launcher will sadly never be a thing, and the Sentinel Beam will never have a superior variant… But as for the REQ Packs, well the only ‘new’ thing is the Voices of War as Lethal said; everything else is just a “Get some armor or whatnot quicker!” pack that sometimes cycle in for a bit. If that’s what you mean by new. Again, as Lethal said they’re not really all that worth it, unless you feel like the cash is worth getting the whatever-they’re-offering right now instead of Didact knows when.
VoW’s a toss up as for if it’s worth it or not. Personally, I can’t go back to using the old announcers after having Buck around for so long, I need that Nathan Fillion in my ears. (And his lines ommg. I especially love how VENOMOUS he is if you lose a game of Warzone Assault as the attackers. “You know, I thought you’d be able to pull it off in the nick of time, like a Spartan. Guess I was mistaken.”). Exuberant is just too cheerful and I love her.
That being said, if you WANT differnet lines and stuff like that, then it might be worth it. If you couldn’t care less (or find Buck boring / Exuberant irritating) then you might as well pass.
There’s also the “Mythic” packs (sans George’s Chaingun and Oathsworn) but they’re not in-game anymore. You’ll need to track them down on the xbox store manually, should they interest you.
And Warzone is where you get the most req points?
Warzone and Firefight give you the most.
Legendary Warzone Firefight, and try to get commendations.
I would recommend grinding heroic warzone firefight. Least amount of stress, games can end quickly, and for good payouts of rp and XP. Also firefight has gold pack awards completing different levels of commendations.

Voices of War pack rotates in for sale every couple of months in the Waypoint store.
It might be available all the time on the MS store website though.
It is never available for points, only $$.
Some people have luck opening Bronze packs - I had terrible luck with them, and spent more points than I would have if I just started with Silvers.
Your choice whether to start with Bronze or Silver.
(There are a few items ONLY available in Bronze - certain Mongeese. I just waited until I finished silvers and golds and then bought a crap ton of Bronzes to finish of these.)
Either way, don’t waste your points on Golds until you’ve finished Silvers (buying a Silver gives you some RP back instead of permanent unlock cards)
