Yes warthog turret kills count, I believe including handheld turrets.
Keep in mind that splatters are a separate category as well.

I was under the impression that warthog turrets counted as power weapon kills just like the turrets a spartan can carry, and the only warthog kills that counted as a vehicle kill were the splatters. If that has been changed then I will be very happy because we are still grinding that commendation as well

I’m fairly certain turret kills are ground vehicle kills and splatters are their own company commendation.

Splatters are a separate commendation, but they also count towards ground vehicle or air vehicle kills depending on what you get the splatter with

That’s funny if true. I definitely remember specifically avoiding splatters when we were finishing things up as I thought they wouldn’t count.

Yeah some of the commendations overlap. For example, if you get a headshot with a BR, credit goes to both the headshot and standard issue commendations

Unfortunately Warthog weapon kills do not count towards ground vehicle kills (which is dumb), they count as power weapons.
I’m not sure if splatters count.
The odd thing is Gauss Hog kills. You get credit for using either the Gauss Hog or the Gauss Turret. Both count as Gauss Hog kills. But that’s under personal commendations. Using the Turret is how I finally got the commendation completed.
