Ok. Story and question here. Where I live I can’t play online. So If I need to download dlcs or update my games I have to go to a relatives house. When Colony first came out, I purchased and installed it hoping to use it offline. But it wouldn’t even show up in game. But when the Commander Jerome and Arbiter pack came out… I was super hyped after seeing gameplay of it. I want to a friends house to get it, I had a $20 Xbox money card on me. My friend stopped me before I got it and told me you couldn’t use dlc leaders offline. But just recently I was told I could. Does commander Jerome and arbiter work for offline play? Could someone test that and let me know? If it works I want to buy them.
Yes. i disconnected my internet, signed in, and started the game offline. I was able to select any DLC leaders I have. I chose Serina and was able to play an offline game. Just be warned when downloading updates at your friend’s house, as there might be some issues so make sure everything is in working order before leaving.
It helps if you make your xbox your ‘home’ xbox.

Thank you for ttaking the time to do that. This is very much appreciated. I wasn’t expecting someone to fully help me. Last time I asked I got negative responses about only being able to play offline. So thank you for taking the time to test this. I’m not sure why it wouldn’t work for me. I was thinking it was either online only or I had to have an Xbox live membership when I downloaded them in order to use them offline( Was just thinking of reasons for it to not work). I’ll see if I can get it to work again the next time I can go to a relatives house.

If you get a notification for this, if you happen to have gotten the Awakening the nightmare dlc could you test if you can use it offline? I’m particularly interested in being able to play terminus firefight offline.

Everything is tested in offline mode to ensure this functionality. As long as you access it once online via purchasing and verifying the content has been licensed to the account in question - you are good and can play it offline.

If you are unsure if the leaders have been installed, you can go to My Games & Apps > Halo Wars 2 and select Manage Game. If you see the Leaders in the Manage list, they have been installed on your console and can be used offline.
