when ever i try to go into Theater this error appears and also doesnt allow me to join games where they are playing in forge created games. Why would this happen? Nat type is open but the Bandwidth and Packet loss have been undetected for about a week now. i reset my modem and router and retested my connection and nothing seems to work. Im connected with a Ethernet cable so i cant think of a reason as to why this could be happening. any ideas?
Has to due with your Xbox Live Account Privacy Settings, there is an option for “User Created Content” -Allowed or -Blocked.
You probably either have a “Child” account, or a Custom account which has it blocked.

do you know where i can change this setting for the “user created content”? i checked and i have a Adult account

Go to Settings > Account > Privacy & online safety > Xbox Live privacy > View details & customize > Game content. From here, look for “You can see and upload community creations…” and use the drop-down options to customize between Everybody, Friends, and Block. I finally figured it out for a friend’s account, and I hope it works for you too.
