The only way up is from the second floor, red owns that.
You can be really sneaky, and climb up the little extension slightly outside of the second floor.

I usually find the red team dominating the bottom floor, plus there are a few crates to help you get up.

just sneak around and climb on top of the building, that is one of the best tactics for attacking the garage on urban
