Upgrades that need to be updated

I am no game designer, so I may be wrong with what I say. So anyone please feel free to correct me. All games in the collection run at 60 fps. I presume that the earlier games easily are capable of exceeding this rate but it is locked at 60 nonetheless. But if that is the case, then why have I not seen other visual upgrades that would be easy to have done? Such as texture loading in Halo 4: Particular objects in a distance become textureless models on the 360 and continue to do so on the XBOne. Halo 3 and Halo 4 both have the same draw distance, where grass and other objects form within a prefixed radius from the player. I am confident that on the XBOne we should not see this occurrence and have unlimited draw distance or at least nothing noticeable to the human eye. I say this should be possible because if Halo 3 can run so smoothly at 60 fps, then bumping up the draw distance shouldn’t slow it down. Likewise with the other games.

This is simply a fix that requires no work on the designer, other than sliding the draw distance more to the right. Was this an oversight or maybe I am missing something about emulation from an older console?
