There is a bug with the “Upgraded Thrusters” armor mod. I will reach the required req level of 5 and then equip it. The mod will work until I select another weapon or vehicle from the req station and then it stops working entirely. The mod will still show that it is equipped.
Happens to me as well, I was exited for the extra speed but realized that the shields don’t charge as the description says at the biginning it does, but afterwards only speed is available but the ability to recharge them while running goes away
