When i download full games or updates never takes longer than 30 mins.

Try hard resetting your Xbox. Mine was stuck at 14% and after rebooting my Xbox, it started to download again and took about 15 minutes to go from 14% to 65%. Hope this helps.

Trying that now - I hope it helps. Have been downloading for over an hour now at extremely slow rates. Stuck at 11%.
