I cannot recall any female uniforms which had a skirt associated with it. Then again, it may have been such a minor detail that I skipped over it.
However, in a potential 0-G environment, skirts would not be practical.
I don’t think so… would be impractical I find… and probably sexist towards guys.
Well, I mean if you’re on a planet with normal gravity, like reach or earth, then it would be fine. and I don’t know how this would be sexist because it would only have to be for women and not for men, plenty of military’s have female uniform’s that include a skirt that is no longer then the knee.

Are you referring to a dress uniform?
If so; I wouldn’t see why they wouldn’t have certain dress uniforms with skirts, maybe even kilts for the Scottish if they wanted to.
Standard ONI female uniform is described in contact on harvest and doesn’t have a skirt.
But there is Halsey’s dress in “the package” (halo legends), which is quite canon being also available on xbox live marketplace.
For uniformity’s sake, many women in the world’s armed forces today, especially here in the west, have eschewed skirts for pants. Most uniforms issued for women today are quite distinct from those for men, but some trials are being done, namely here in the United States, that have more uniformity with the male uniform. Such examples include the Navy and Marine Corps dress blue uniforms. I think you’ll start seeing skirts become less and less prevalent in the coming years, but nevertheless, the option to wear an issued item within a particular dress and service uniform set will be within regulation for the time being.
However, as someone previously stated, men not having the option to wear a skirt for their uniform is not really sexist. When women were first admitted into the ranks of the worlds’ militaries, we were only issued skirts and for quite a long time in most forces that was our only option. It isn’t hard to figure out which gender made that a thing. On the other hand, most militaries are sadly too conservative to permit men to have the option to wear skirts just as women do, and similarly, permit women to wear uniforms more closely resembling men’s. Starfleet in Star Trek: The Next Generation is a good example of this with the introduction of the “skant” available to all genders.
Just as I previously mentioned with skirts becoming less prevalent, I think that’s actually just one potential outcome. As militaries become more inclusive and accepting of all sorts of people such as gender minorities (trans men and women, non-binary, and other gender non-conforming people, etc.), you’ll find that surely more varied options will become available to the individual to have their own distinct, but uniform appearance.
While the UNSC doesn’t seem to have any real compassion for the plight of those it once swore to protect, it does seem to withhold a certain degree of respect for the individual within the whole. Though we haven’t seen much of what I’m talking about in the series yet, I’m sure it’s there. The chances we’ve been given to view these uniforms haven’t been in circumstances where skirts would be the best option. Most of these scenes have been aboard starships, forward bases, or in rugged terrain that would likely negate a skirt wearer’s ability to perform their duties or simply walk properly. Seriously, skirts are cool and -Yoink!-, but they can be a real evil thing sometimes.
I know Bungie (keyword:Bungie) have stated that for the UNSC, most if not all Military Personnel are issued unisex uniforms. No skirts or any other differing marks between genders other than maybe the cut of the uniform.
Now for Halsey and other non military personnel, scientists, doctors (ie Halsey), ect. May indeed be allowed to wear skirts.
Though for recent canon and EU, 343 may have allowed some of these things to slide. However I would not know because I have not read any of the recent novels.

A male is not seen as “a man” if they wear female clothing. It’s a double-edged blade against both sexes, but the implication is that women are lesser - that a man is lowering himself to the level of a woman by wearing their clothing.
This is called misogyny.
It’s still a form of negatively biased sexism.
Based on what little societal information we have, I’d have to say the “-Yoink!-” war has diminished over the years(halo years) within’ the military. The games aren’t great to go by in terms of a male/female ratio, but if you’ve read lore, there are woman in all different kinds of roles(parangosky and palmer are some names that come to mind).
As previously state, it’s clear that skirts are more likely prevalent(and so far only known to be) in less physically tasking(and flexible)areas of the military, like scientists/nurses, etc.
Your best bet for your story is to either make your main character a non-combatant, or go with the pants routine.
The UNSC uses unisex uniforms across all branches from what we’ve seen. Besides, it would be a bit complicated to wear a skirt in zero-g.

Basically, what we’ve learnt here is that you can twist this situation to be oppressing whichever gender you choose.
Ive done scavenging, and It doesn’t seem that there is any. At least from what ive seen on eveything I could possibly find.

At least some classmates have admitted how dumb, if I recall correctly, the double standard of human males not ‘being able’ to wear things like skirts, make up and so on.
Halo wise, I saw some male exclusive and female exclusive bathrooms I think. Reflection, I think females were denoted with the character wearing skirt symbol. In escalation I think some civilians wear skirts.

It’s perfectly acceptable for men to wear makeup. As for skirts, is it really that big of a deal? Different genders have different clothes, boo hoo. It’s not like one side doesn’t have the vote.
