The one on the cliff south of FOB Lima just doesn’t spawn in. Not the locker or the camp. I’ve tried reloading multiple times. It’s the last one I need to collect, so the achievement is unobtainable.

If you’re looking for the southeast armor locker, its location is not exactly where the nav point is. Best thing is to use the AI scan option (down on the d-pad) when you’re on the spot.
