I am pretty sure you need the covenant weapon mastery commendation…
You need the Covenant Loadout Mastery. Ordnance not needed.

Wait a minute… I have to kill more than one person with a plasma pistol??? That commendation is NEVER going to be completed without boosting. That’s ridiculous, and that sucks a lot because that’s basically the only emblem I want. -Yoink!-.
