There is literally another post in the front page of this forum regarding this post that I have already answered this question.
bs angel confirmed back in September last year (7 months ago) that Recon armour was no longer being unlocked and so is not available anymore.

How? It was unlocked from literally everyone back when Bungie left.

It was only unlocked for people who had XBL accounts that were still active on Halo 3 during a certain period of time. As I said in my post above, bs angel confirmed via Twitter back in September 2013 that Recon armour is now permanently locked, and anyone who currently doesn’t have it will never be able to get it again .
