Uncommon Req Certification from Bronze Pack

I have gotten 2 warthog variant certifications in a row from bronze packs.
I thought you could only get common from bronze packs?
Is this meant to happen?.

No you can get uncommons from bronze packs.

Gold Packs: Legendary (Gold), Ultra Rare (Purple), Rare (Blue), and Uncommon (Green). You get two permanent unlocks.

Silver Packs: Rare (Blue), Uncommon (Green), and Common (White). You get two permanent unlocks.

Bronze Packs: Uncommon (Green), and Common (White).
