Unable to match

Good Day ALL

About two weeks ago I all of a sudden lost my ability to play matchmaking games on any playlist. At first I thought there was some maintenance event taking place at 343 or again an outage so I gave it a few days. I come back and the problem still persists. My troubleshooting so far

  1. Went from wired to wireless
  2. Rebooted router
  3. Rebooted XBOX
  4. Cleared alternate MAC address
  5. Factory reset Internet router
  6. Went wireless on the XBOX - Had it tethered to my cell phone (this completely rules out an ISP issue)
  7. Had my ISP give me a new public IP address in case perhaps I got blacklisted
  8. Re-installed the game

I am honestly at a loss. Just cant match anymore out the blue. Other XBOX LIVE services function without issues. I have seen topics like this show up from time to time but just thought there was an intermittent issue the user was having but this clearly shows there is a problem.
Finally - yes - I do have OPEN Nat type.

Would just like to add that my location is east coast of the United States and the game is HALO 5
