The install button for Halo 5: Forge is grayed out, and there is a message that says “This title is powered by the latest free Windows update. It will only take a few minutes. Go to Settings > Updates & Security > Windows Update > Check for updates”. However I’m updated, and have doubled checked, restarted my computer, etc… and still cant download Forge. Does anyone have any insight into this?
I’m getting the same thing for the App/Bundle, but the Forge page just says it isn’t available.

Right, this is gonna be a slightly big post.
For starters hold the windows key and press R (win+R), type in winver and click ok. If your box does not show Version 1607 (OS Build 14393.105) your system is not up to date. and thats ok because i was in the same boat as you since windows update was just broken as all heck and would not download a single update to anything.
Again, thats ok as theres a manual method to all this.

open this in Internet Explorer. (yes IE because it doesn’t work with any other browser. No, microsoft edge is not IE according to the website.)
If Internet Explorer is up and going good, but if your installation was like mine, Anniversary update disabled it. Again, thats ok we just have to re-enable it.
Control panel -> Programs and Features -> (left side) Turn Windows features on or off -> check the box next to the Internet Explorer 11 folder.
Likely after a restart, IE11 is back in action on your pc. use it to open that link. x86 is 32 bit. x64 is 64 bit. Make sure you download the proper one for your pc.
Download and install the one for your system. Reboot when prompted. After reboot, do Win+R -> winver. If it shows OS Build 14393.105 congrats, your anniversary edition is up to date and you should now be able to download the forge app.
Unfortunately that didnt unlock the halo forge bundle for me its still unavailable
