I’ve read many topics describing how some people are having a very difficult time connecting to others in multiplayer or failing to load maps. I will assume that you have tried the standard tricks of getting your NAT to open, hard resetting your xbox, maybe even reinstalling the game, etc.
There is a type of denial-of-service attack whereby the attacker overloads your modem or router with data packets to the point that it fails. In fact, the latest gaming lag switches use this type of attack. But, that is not what’s happening to you.
To prevent these types of attacks, modem and router software engineers developed a process called flood detection. If the flood detection program detects too many packets of new data bursting into your device, it will drop those packets. This is now a common feature in many residential gateways and routers, and is usually found within the firewall settings. If “IP flood detection”, " Flood burst limit", “TCP/UDP burst limit”, or “Flood limit TCP/UDP enable” is on, you will not be able to connect because xbox uses a similar process to speed up the connecting and loading of your game.

Most people might not be able to edit these settings though if they have a router that is controlled by their isp, but useful information nonetheless.

This worked! I did exactly as you suggested and it worked perfectly. If anyone is having problems like this they should attempt this solution.
I have a Linksys router, can’t find these settings when I log into it. The router firewall has options but nothing for flood or burst protection or the like.
If your router does not have an “IP Flood detection” option, such as newer Linksys routers, you can try to disable the firewall.

Its worth nothing that players should make sure their NAT is open before attempting this solution. Removing security features should be a last option when it comes to fixing a problem. Xbox has a GREAT guide through the process of opening ports or enabling uPnP:

Having an open NAT will solve many problems with connecting with other players and is essential to having fast matchmaking times. To check the status of your NAT go to: Setting > Network and your NAT type will be displayed in the middle.
Well the problem is a lot of people don’t have the options available in the router settings or just don’t know how to do it! 343 needs to address this issue to bring back ranking and other playlists.

IP flood detection, or look for a check box labeled “DOS Protection”. Ensure these functions are turned off if you are having trouble connecting.
Their are numerous guides on the internet to help you login to your particular router. These type setting are normally under the Firewall tab.
If your NAT is reported as moderate or strict, feel free to try and open it. However, you should still be able to connect to games. If you cant connect to a game at all, chances are your modem or router is dropping packets which is preventing the connection.
Sorry to bump my own thread, but trying to get the word out on this. If you are having trouble connecting to multiplayer games and this sounds like it might help, leave your modem and router make and model info. I will check this thread and reply with instructions.
