Probably a better question for Xbox Live or Microsoft Support if you can’t purchase any games, they’re better equipped to troubleshoot these types of issues. Best alternative advice I can offer is to try purchasing via Xbox.com instead of your console and see if that works
I’ve heard of this happening before.
Firstly, are you trying to buy the games with Microsoft card/points or a credit card? Back-compat games can only be bought with a credit card for some reason.
If yes, then the main cause of this might be your bank. Whenever you make a purchase on either the Xbox itself or Xbox.com, Microsoft sends a “blank purchase” to verify your payment method. If your bank doesn’t support blank purchases or otherwise rejects it the account cannot be verified and no purchases can be made. Maybe check with your bank? You can also contact Microsoft and ask them to send an actual purchase through to verify the account.
Alternatively, use Paypal to complete your Xbox transactions. They have no issues with blank purchases and that should get you verified.

Are you buying the game directly on your console? If so, highly recommend buying any digital items for 360 games by visiting the Marketplace on your phone or computer.
