There are some stickied threads about this. The update was delayed and the ice plate is a hold over.
They said play games in December anyway!
Here is the latest details about the December MCC update. Nameplates have been delayed unfortunately

Ugly Sweater nameplates are coming, however the build which contains their beautiful pixels has been delayed. We can’t grant them until we have them in the actual game. SO - for now, the Ice skins are a gift.
