I didn’t have a problem doing it solo. I think I got it on the first or second try. You just gotta check every area and room for Elites before you move on to the next.
Have you made sure to kill the Elites that are in the large room where you drop through the hole to the ground?
Easiest way to get this achievement is to have the bandanna skull on and don’t spend too much on the flood( they keep respawning no matter how many you kill). You don’t have to kill every elite if the flood kills them you get credit for those kills. And if you play co-op it does not matter who kills them, so long as they die.

Those ones are easy to miss… when I was doing the achievement, I suddenly stopped at the hole, saw those Elites across the way, and I was like " Oh, -Yoink-; I probably have to kill those guys too".
I managed to get in on my first try using the Bandana skull; that way I could just keep shooting until they were dead. I can’t remember what weapon I used, though…
